Class reshuffling, kurasu-gae, happens at most Japanese elementary and junior high schools every spring: instead of moving up together as one fixed group, students are split apart and reorganized into brand new classes, usually with a new homeroom teacher as well. It is not random. It varies by school and grade. Many schools reshuffle every year, some only every two years, and some keep the same class together for three years in junior high, especially in the final year before high school entrance exams.
