1995年の阪神・淡路大震災では全国から多くの人が救援に駆けつけ、この年は「ボランティア元年」と呼ばれています。1998年には、市民団体が法人格を持てる特定非営利活動促進法（NPO法）ができ、社会貢献の活動が広がりました。今では災害支援だけでなく、清掃、子どもの学習支援、高齢者の見守りなど、身近な活動に参加する高校生も増えています。
