Why Cash Alone Is Not Enough

Faced with falling birth rates, many governments have introduced cash allowances to encourage people to have children. The logic seems simple: if raising a child is expensive, reducing the financial burden should lead to more births. The results, however, have often been disappointing. Studies suggest that one-time payments tend to change the timing of births rather than the total number of children families have. Couples who were already planning to have a child may simply do so earlier in order to take advantage of the benefit, producing a brief rise in births followed by a decline.

Researchers have found that long-term support tends to be more effective. Countries such as Sweden and France, which for many years maintained relatively high birth rates among developed nations, have invested heavily in affordable childcare, generous parental leave, and policies that make it easier for mothers to return to work. These measures reduce not only the direct costs of raising children but also the career sacrifices that parents, especially women, often face. Even so, birth rates in these countries have also fallen in recent years, suggesting that policy alone cannot fully reverse the trend.

Experts also point out that social attitudes matter. Where fathers share housework and childcare more equally, women appear more willing to have a second child. By contrast, in societies where long working hours are expected and women still perform most domestic work, even generous payments may do little to change people's decisions. Some researchers therefore argue that efforts to raise birth rates should focus less on money and more on creating a society in which having children does not require parents to give up their careers or personal lives.

(6)What do studies suggest about one-time cash payments?
第1段落に、一時金は家族が持つ子どもの総数よりも出産の「時期」を変える傾向がある(change the timing of births rather than the total number)とある。
(7)Why does the author mention recent trends in Sweden and France?
(8)Which of the following statements is true?

M Did you hear that the city is going to close two more elementary schools next year?

W Yes, it's such a shame. There just aren't enough children in those neighborhoods anymore.

M I understand the financial reasons, but kids will have to take a bus for almost an hour to get to the new school.

W The city says it will use the empty buildings as community centers for elderly residents, though.

M That's something, I suppose. But I worry that young families will be even less likely to move here if there are no schools nearby.

W You have a point. Maybe we should raise that at the town hall meeting.
