Mining the Moon

As the cost of launching rockets has fallen, companies and governments have begun to take the idea of extracting resources in space more seriously. One of the most sought-after materials is water ice, which is believed to exist in permanently shadowed craters near the moon's south pole. Water could be used not only for drinking but also to produce oxygen and rocket fuel, making it possible to refuel spacecraft on the moon rather than launching everything from Earth, which remains extremely expensive.

Space mining, however, raises difficult legal questions. The Outer Space Treaty of 1967 states that no nation can claim ownership of the moon or other celestial bodies, but it does not clearly address whether private companies may own the resources they extract. Some countries, including the United States and Luxembourg, have passed laws allowing firms to keep what they mine. Supporters argue that without such guarantees, no company would risk the enormous investment required. Critics, however, warn that such laws could allow a few wealthy nations to benefit at the expense of others, contrary to the treaty's principle that space should serve all humanity.

There are practical doubts as well. Scientists do not yet know exactly how much ice the craters contain or how easily it can be extracted at temperatures far colder than anywhere on Earth. Moreover, lunar water would be valuable only if there were enough activity in space to create demand for it. Some analysts therefore suggest that the first profitable space businesses are more likely to involve services such as satellite launches than mining. Nevertheless, because the most promising sites are limited in number, many experts believe international rules should be agreed upon before competition for them intensifies.

(6)Why is water ice on the moon considered valuable?
(7)What do supporters of national space-mining laws argue?
(8)Which of the following statements is true?

M Did you see that ad for the space hotel? They say tourists will be able to stay in orbit for a week by 2035.

W I saw it. But the price is going to be millions of dollars, isn't it? Only billionaires will be able to go.

M At first, sure. But air travel was also a luxury in the beginning, and look at it now.

W That's true, but rockets burn a huge amount of fuel. If space tourism becomes popular, it could be terrible for the environment.

M Some companies are developing reusable rockets and cleaner fuels, though.

W Maybe. I just think the money would be better spent solving problems here on Earth.

Do you think governments should spend more money on space exploration?

Yes, I think so. Space exploration leads to technologies that improve daily life, such as satellite communication and weather forecasting. Also, cooperation in space projects can strengthen relationships between countries. Although there are many problems on Earth, investing in space is also an investment in our future.
