Shared Bicycles in Cities

In many large cities, traffic jams and air pollution have been serious problems for decades. To encourage people to use their cars less, city governments began looking for other ways for people to travel short distances. One idea was bike sharing, a system in which people can rent a bicycle at one station and return it at another. Early systems started in Europe in the 1960s and 1990s, but many failed because the bikes were often stolen.

Modern bike-sharing systems solved this problem with new technology. Users now register with a credit card and unlock bikes using a smartphone app, so it is easy to know who is using each bike. In Paris, a system called Vélib' was introduced in 2007 with thousands of bicycles, and it quickly became a model for other cities. Around 2016, companies in China began offering bikes that could be parked anywhere, and the number of shared bikes there grew to millions.

However, this rapid growth caused new problems. In some Chinese cities, far more bikes were provided than people needed, and huge numbers of broken or unused bikes were left on sidewalks. Several companies went out of business. Cities have since introduced rules that limit the number of bikes each company can provide and require users to park in certain areas. Experts say that bike sharing works best when cities also build safe bike lanes.

第1段落最終文 the bikes were often stolen の言い換え。
(7)What was special about the bikes offered in China around 2016?
(8)What have cities done to deal with the problems?

Do you think people should have to take a test before riding a bicycle on the road?

Yes. I think many cyclists do not know the traffic rules well. Some people ride on the wrong side of the road or use smartphones while riding. A test would make them learn the rules and reduce accidents.
