The PTA is the parents and teachers association, and in Japan it has a particular character worth explaining. It organizes school events, staffs the crossings on the route to school, helps run sports day, publishes a newsletter and collects a modest annual fee. The complication is participation.
Legally it is a voluntary body, but for decades parents were enrolled as a matter of course when their child entered the school, often without being asked, and the committee roles were distributed by lot among them. For a working parent, drawing a role can mean weekday daytime meetings that are genuinely hard to attend, and this has become a live public argument in the last ten years or so.
Courts and local authorities have clarified that membership cannot be compulsory, several associations have been reorganised or dissolved, and some schools have moved to a model where parents volunteer for specific tasks instead of holding year-long posts. It is a good example of a postwar institution being renegotiated in public rather than quietly abandoned.

No. Membership is voluntary and this has been stated clearly in recent years, and a child cannot be disadvantaged for a parent not joining. In practice declining still takes a conversation in some schools.
