The Right to Be Forgotten

In 2014, the European Court of Justice issued a landmark ruling establishing what has become known as the right to be forgotten. The case involved a Spanish man who complained that searching his name online still produced links to a newspaper notice about the forced sale of his property years earlier, even though the debt had long since been settled. The court ruled that individuals can ask search engines to remove links to information that is inaccurate, outdated, or no longer relevant, provided that there is no overriding public interest in keeping it available.

Since then, very large numbers of such requests have been submitted. Supporters see the ruling as an important protection in an age when a single mistake can follow a person forever online. Critics, however, worry that it allows powerful individuals to hide embarrassing but legitimate information from the public. They also point out an uncomfortable consequence of the system: decisions about what the public should be able to find are now made largely by private companies rather than by courts. Search engines must judge each request themselves, balancing personal privacy against freedom of expression, often with limited information.

The ruling has also raised questions about the reach of regional law on a global internet. Links removed in Europe may still appear in searches conducted elsewhere, and courts have been reluctant to require removal worldwide, partly out of concern that other governments could use similar demands to censor information. Moreover, the original articles are not deleted; they simply become harder to find. For these reasons, some observers argue that the right to be forgotten is better understood as a right to be less easily found.

(6)What did the European Court of Justice decide in 2014?
(7)What concern do critics raise about how the system works?
(8)Which of the following statements is true?

M Honey, why did the smart speaker just start talking? Nobody said anything to it.

W I think it misheard something on the TV. That's the third time this week.

M That makes me uneasy. If it's listening all the time, who knows what it's recording?

W The company says it only saves audio after it hears the wake word.

M Maybe, but if it keeps mistaking the TV for us, it could be recording our conversations by accident. Let's at least turn off the microphone when we're not using it.

W Fine, but then it won't be much use for setting timers while I'm cooking. How about we just check the settings and delete the stored recordings every week?

M All right, that sounds like a reasonable compromise.

Do you think people today worry too much about their online privacy?

💡 「too much?」

No, I don't think so. Companies collect huge amounts of personal data, and leaks happen frequently, so people have good reason to be careful. In addition, information posted online can stay there forever and may harm a person's future, such as when they look for a job. Being cautious is sensible.
