[1] Many countries are now facing a demographic change without precedent in human history: populations that are both aging and shrinking. In some regions, the number of children entering school has fallen by a third in two decades, and villages that once had several schools now have none. [2] A common response has been to close and merge schools in order to save money. Officials argue that small schools are inefficient and that larger schools can offer a wider range of subjects. There is some truth in this. ( 1 ), closing the only school in a village often speeds up the very decline it is meant to address: young families are reluctant to settle in places where their children would face a long journey to school. [3] Some local governments have therefore taken a different approach. Instead of closing small schools, they have turned them into community hubs that also serve as libraries, health centers, and places where older residents can learn new skills. Such policies are not cheap, and they will not reverse population decline on their own. But they recognize that a school is not only a place where children are taught; it is also part of what holds a community together. [4] The lesson for policymakers is that decisions which look efficient on a spreadsheet may have unintended consequences that are far more costly in the long run.

【Text A】 Tourism has transformed our city. Over the past ten years, visitor numbers have tripled, and thousands of new jobs have been created in hotels, restaurants, and shops. Tax revenue from tourism now pays for a large share of the city's public services. Clearly, more tourists always mean a better life for residents, and the city should do everything it can to attract them. /【Text B】 Behind the impressive visitor numbers lies a less pleasant reality. As more apartments are turned into short-term rentals for tourists, rents in the city center have risen sharply, forcing many long-time residents to move out. Many of the new jobs are seasonal and low-paid. Tourism can bring real benefits, but only if the city manages it carefully, for example by limiting short-term rentals in residential areas.
