[1] Governments have traditionally relied on two tools to change people's behavior: rules and money. They ban harmful activities, and they use taxes or rewards to encourage useful ones. In recent decades, however, a third approach has attracted attention. Known as "nudging," it involves changing the way choices are presented ( A ) forbidding any option or changing its price. [2] A well-known example concerns saving for retirement. In many companies, employees used to join a pension plan only if they filled out a form. When some companies changed the rule so that workers were enrolled automatically unless they chose to leave, participation rose sharply. Nothing had been taken away: anyone could still leave the plan. This simple change in the default option, however, made a large difference, because most people tend to stick with whatever is already in place.(ア) [3] Supporters argue that nudges are cheap, respect freedom of choice, and can be remarkably effective. Critics are less ( B ). They point out that the same techniques can be used to steer people toward choices that benefit companies rather than the people themselves. An online store, for example, might automatically add insurance to every purchase, knowing that many customers will not bother to remove it. If nudging is acceptable when governments do it for our health, is it also acceptable when businesses do it for profit? [4] The question is not whether we are influenced by the way choices are presented — we always are — but who designs the presentation and for whose benefit.(イ) Some researchers have therefore proposed a simple test: a nudge is legitimate(ウ) only if the person designing it would be willing to explain it openly to the people being nudged.

Mika had been looking forward to the school festival for weeks, but when the day finally came, she stayed in the art room, staring at the poster she had failed to finish. Her friend Yuta put his head around the door. "There you are. Everyone's going to the food stalls. Coming?" "I'm not in the mood," Mika said without looking up. Yuta walked over and looked at the poster. Half of it was bright and detailed; the other half was nothing but pencil lines. "Wow. This part is amazing." "It's supposed to be finished. Ms. Kato asked me to make it for the entrance, and I couldn't(エ)." "So? It's no big deal. Nobody's going to blame you." "That's easy for you to say(オ)," Mika said. "You always get everything done on time." Yuta laughed. "Me? Last year I forgot to bring the costumes for our class play. The whole class had to perform in their school uniforms." Mika looked up for the first time. "Seriously? I don't remember that." "Exactly," said Yuta. "Nobody does. That's my point.(カ)" He picked up a brush and held it out to her. "Look, the festival doesn't end until four. I can't paint, but I can hold things and tell you you're doing great. Want to try?" Mika hesitated. Then, for the first time that morning, she smiled and took the brush.
