A number of students ( ) absent. の空所は is か are か。a number of は「たくさんの」という数量の言葉なので複数で受け、the number of は「数そのもの」が主語なので単数で受けます。a と the の1語で動詞が変わる理由を、入試で使える順に整理しました。

The number of students ( ) increasing. の空所に、is と are のどちらを入れますか。students が複数だから are、と答えた人は多いはずです。今日は、number の前の a と the の1語で、動詞の形が変わる決まりを見ていきます。
同じ number of students なのに、a なら are、the なら is になるのはなぜか
次の2つを見比べてください。
① A number of students are absent today.
② The number of students is increasing.
どちらも number of students です。うしろの students は、どちらも複数です。ところが、動詞は①が are、②が is です。
違うのは、number の前の a と the の1語だけです。
この1語で、なぜ動詞の形が変わるのでしょうか。
考えられる答え
number だけを見れば、たしかに単数の名詞です。②の The number of students is increasing. は、この考えで正しく選べます。 ただ、Wikipedia の Synesis によると、アメリカの AMA Manual of Style は「the number は単数、a number of は複数」と定めています。例文は a number of brands of mosquito repellent are available です。いつも単数で受けると、①の a number of で間違えます。
ellii の解説 には、A number of cars are on the freeway during rush hour. という例文があります。cars が複数で、動詞も are です。a number of では、この考えで are を選べます。 ただ、同じ解説の例文 The number of crimes in New York has increased this year. では、crimes が複数なのに動詞は has です。the number of では、この考えが当てはまりません。
ellii の解説 は、a number of は many の意味で、数量を表す言葉として働くと説明しています。A number of people have started the test. は、A lot of people have started the test. と同じ形です。 一方で、the number of は many の意味ではありません。同じ解説は、the number of は1つの数を別の数とくらべるための言い方だと書いています。主語の中心は number そのものなので、単数で受けます。
真相
a number of＋複数名詞は「たくさんの〜」で、a lot of と同じく複数で受ける。the number of＋複数名詞は「〜の数」で、主語は number なので単数で受ける。
a number of＋複数名詞 ＝ many と同じ数量の言葉 → 動詞は複数 ／ the number of＋複数名詞 ＝ 数そのものが主語 → 動詞は単数
① a number of は「たくさんの」
ellii の解説 は、a number of を many の意味の、数量を表す言葉だとしています。a lot of と同じ働きです。だから、主語の中心は of のうしろの名詞になり、動詞は複数で受けます。
・A number of people have started the test.（何人もの人がテストを始めた）
② the number of は「〜の数」
同じ解説は、the number of は many の意味ではなく、数をくらべるための言い方だと書いています。主語の中心は number です。number は単数なので、動詞も単数です。
・The number of crimes in New York has increased this year.（今年、ニューヨークの犯罪の件数が増えた）
③ 辞書の例文も同じ形
Merriam-Webster の number の項 には、a number of members were absent と the number of elderly is rising の2つの例文が並んでいます。a のほうは were、the のほうは is です。
④ a と number のあいだに形容詞が入っても、a の形は同じ
ellii の解説は、冒頭で there have been a growing number of both peaceful and violent protests という文を取り上げています。a growing number of のように形容詞が入っても、have been と複数で受けています。
⑤ number のうしろの名詞は、数えられる名詞の複数形
Merriam-Webster の amount の項にある Amount vs. Number の使い方の解説は、number はふつう数えられる名詞の複数形と使うと書いています。a large number of followers のように、of のうしろは複数形にします。
入試で使う3ステップ
① 主語の number の前が a か the かを見ます。
② a なら「たくさんの」と訳して、動詞を複数にします。
③ the なら「〜の数」と訳して、動詞を単数にします。of のうしろの名詞は、どちらも複数形です。
日本語の頭が、ここで邪魔をする
日本語では、「生徒が何人も休んでいる」も「生徒の数が増えている」も、動詞の形は変わりません。日本語の動詞には、主語が1つか2つ以上かで形を変える決まりがないからです。
英語では、主語が単数か複数かで、is と are が分かれます。しかも number of students の場合、主語の中心が number なのか students なのかは、a と the の1語で決まります。日本語にはこの区別がないので、気づきにくいのです。
知らなかっただけで、あなたの理解力の問題ではありません。a なら「たくさんの」、the なら「〜の数」と、訳を先に決めると選びやすくなります。
ここでつまずく
典型的なのは、the number of のあとの動詞を複数にする誤りです。
✕ The number of students are increasing.
○ The number of students is increasing.
逆に、a number of のあとの動詞を単数にする誤りも出ます。
✕ A number of students was absent.
○ A number of students were absent.
of のうしろを単数にする誤りもあります。
✕ The number of student is increasing.
○ The number of students is increasing.
主語の中心を見抜く力を手に入れる
長い主語を見たら、どの語が動詞の形を決めているかを探します。a number of なら of のうしろの名詞、the number of なら number が、動詞の形を決めます。
この見方ができると、空所補充の is と are、誤り指摘の動詞の形を、主語の長さに迷わされずに選べます。
例文で確かめる
A number of students were absent from school today.
今日は、何人もの生徒が学校を休んだ。
a number of は「たくさんの」。主語の中心は students なので were。
The number of students in our school is increasing.
私たちの学校の生徒の数は、増えている。
the number of は「〜の数」。主語の中心は number なので is。
A growing number of people are learning English online.
オンラインで英語を学ぶ人が、ますます増えている。
a と number のあいだに形容詞が入っても、a の形なので複数で受ける。
The number of visitors this year was larger than last year.
今年の来場者の数は、去年より多かった。
数そのものの大小を言うので、the number of を単数で受ける。

number of のうしろの名詞が複数なら、動詞はいつも複数でよいと思っていた

number の前が a か the かを見て、a なら「たくさんの」で複数、the なら「〜の数」で単数を選ぶ。だから、空所補充でも誤り指摘でも、主語が長くても動詞の形に迷いにくくなる
