[1] When a self-driving car causes an accident, who should pay? For most of the twentieth century, the answer was, by and large(ア), simple: the driver. Courts treated the car as a tool and the person behind the wheel as responsible for how it was used. Cases in which a manufacturer was blamed instead were few and far between(イ), and they usually involved a clear defect such as faulty brakes. [2] Automated vehicles have complicated this picture. If no human is steering, it seems strange to hold a passenger responsible for a decision made by software. Yet blaming the manufacturer for every accident may discourage companies from developing technology that could, on balance, save lives. Some legal scholars argue that a degree of risk is part and parcel(ウ) of any new technology, and that the law should share that risk among manufacturers, owners, and insurers. [3] Lawmakers in several countries have begun to respond, but progress has been slow, and much of it has come through trial and error(エ). One early proposal, which would have made software developers personally liable for accidents, was criticized for placing an impossible burden on individual engineers and was later abandoned. Most recent proposals instead require companies to carry insurance and to keep detailed records of how their systems make decisions, so that courts can examine what went wrong. [4] None of these approaches is perfect. What they share, however, is the recognition that rules built around a human driver cannot simply be applied to machines that make their own choices.

- 1Here “by and large” means .
解説by and large は「概して・大体において」(=on the whole / generally)なので generally。 occasionally(時々)、with great difficulty(非常に苦労して)は意味が違う。
【覚える】by and large = on the whole = generally = for the most part(概して)。 - 2Here “few and far between” means .
common(よくある)は逆。widely reported(広く報道された)、long and complicated(長く複雑な)は意味が違う。
【覚える】few and far between = rare = scarce(めったにない)。 - 3Here “part and parcel” means .
答えc an essential part
解説part and parcel of 〜 で「〜に不可欠な部分・〜につきもの」なので an essential part。 an unimportant detail(重要でない細部)は逆の向き。a separate issue(別の問題)、a legal requirement(法的要件)は意味が違う。
【覚える】be part and parcel of 〜 = be an essential / integral part of 〜。 - 4Here “trial and error” means .
答えc trying ideas and learning from failures
解説trial and error は「試行錯誤」なので trying ideas and learning from failures(いろいろ試して失敗から学ぶこと)。 careful planning in advance(事前の綿密な計画)は逆。long public debates(長い公開討論)も意味が違う。
【覚える】by trial and error=試行錯誤で。 - 5According to paragraph [1], in the twentieth century courts usually .
答えc held the driver responsible for accidents
Courts treated the car as a tool and the person behind the wheel as responsible for how it was used.(車を道具とし、ハンドルを握る人に責任があるとした)。 blamed manufacturers for most accidents(ほとんどの事故でメーカーを責めた)は few and far between と逆。regarded cars as dangerous machines(車を危険な機械とみなした)、refused to hear cases(審理を拒んだ)は本文にない。
【覚える】hold A responsible for B=AにBの責任を負わせる。 - 6The early proposal mentioned in paragraph [3] was abandoned because .
答えc it was seen as unfair to individual engineers
解説根拠は[3]の was criticized for placing an impossible burden on individual engineers and was later abandoned。 made car owners pay for every accident(所有者に全事故を払わせた)、self-driving cars had become much safer(はるかに安全になった)は本文にない。
- 7Which of the following is NOT true according to the passage?
答えc The writer believes the recent proposals have solved the problem.
None of these approaches is perfect.(どの方法も完璧ではない)に反するので、これが正解。Some scholars think the risks … should be shared(リスクは分担すべきと考える学者もいる)は[2]、Recent proposals require companies to record how their systems decide(判断の記録を義務づける)は[3]、Blaming manufacturers for every accident might slow down innovation(メーカーに全責任を負わせると技術革新が遅れうる)は[2]にそれぞれ根拠がある。
- 8Which of the following best expresses the main idea of the passage?
答えd Laws designed for human drivers must be rethought for machines that decide for themselves.
Manufacturers should be blamed for all accidents(全事故をメーカーの責任に)と too dangerous to be allowed on public roads(危険すぎて公道で認められない)は本文にない。
【覚える】主旨は最終段落の「共通する認識(What they share is …)」
- 9The council members discussed about(A) the proposal for(B) several hours but failed to(C) reach an agreement(D).
答えa (A)
解説(A) discuss は他動詞なので about は不要(discussed the proposal)。 (B) for several hours(何時間も)、(C) fail to do(〜できない)、(D) reach an agreement(合意に達する)はいずれも正しい。
- 10Although(A) the meeting was open to everyone, many residents were reluctant of speaking(B) in front of(C) the mayor and their neighbors(D).
(B) be reluctant to do(〜したがらない)なので、were reluctant to speak が正しい。reluctant of speaking は、be afraid of -ing などと混同させた誤り。 (A) Although(〜だけれども)、(C) in front of(〜の前で)、(D) their neighbors は正しい。
【覚える】be reluctant / willing / eager to do / be afraid / fond / capable of -ing。 - 11The new online system costs(A) the city practical(B) nothing, yet it has reduced(C) waiting times considerably(D).
形容詞 practical(実用的な)は代名詞を修飾できない。 (A) cost+人+金額(人に〜の費用がかかる)、(C) has reduced、(D) 副詞 considerably(大幅に)は正しい。
- 12The court building, which located(A) near the station, was built(B) more than(C) a century ago(D).
答えa (A)
関係詞節の中でも同じで、which is located near the station が正しい。 (C) more than a century(100年以上)、(D) ago も正しい。
【覚える】be located / situated in 〜=〜にある(受動態で使う)。 - 13Had(A) the witness come forward(B) sooner, the police might have solved(C) the case within(D) days.
答えe (E) ALL CORRECT
(A) Had the witness come forward は If the witness had come forward の if を省略した倒置で正しい。(B) come forward(名乗り出る)は過去分詞も come。 (D) within days(数日以内に)も正しい。
【覚える】If S had p.p. → Had S p.p.(倒置で if を省略)。Were S / Should S も同じ。 - 14Experts say(A) that there is(B) few(C) chance that the law will be changed(D) before the next election.
「見込みはほとんどない」は little chance か a small chance / not much chance が正しい。(A) say、(B) there is(単数の chance に合う)、(D) will be changed(受動態の未来)は正しい。
【覚える】little chance / hope(見込み・望みがほとんどない)。
- 15It took me a long time to get my point to the audience.
答えacross/over
across(向こう側へ)届けるイメージ。 get my point across
- 16I called her office several times, but I couldn't get to her.
答えthrough
through(通り抜けて)相手に届くイメージ。 (I can't get through to him.=彼にはわかってもらえない)。
【覚える】get through to 〜=〜に連絡がつく・わからせる/get through 〜=〜を乗り切る。 - 17As a student, he had to get on very little money.
答えby
解説get by on 〜 で「〜でなんとかやっていく」。on very little money(ごくわずかなお金で)と結びつく。 make ends meet(家計をやりくりする)と近い。
【覚える】get by (on 〜)=(〜で)何とかやっていく。 - 18Enough small talk. Let's get to business.
答えdown
get down to business to の後は名詞か動名詞(get down to work / working)。
【覚える】get down to business / work=本題・仕事に取りかかる。 - 19Many local businesses got the plan to rebuild the station and offered financial support.
and offered financial support(資金援助を申し出た)が根拠。
【覚える】get behind = support = back(支持する)。 - 20The suspect was charged theft after the police found the stolen bag in his car.
答えwith
charge A with B(AをBの罪で告発する)の受動態。料金の charge(charge A for B=AにBの代金を請求する)と区別する。accuse A of B(AをBで非難・告発する)は of をとる点にも注意。
【覚える】charge A with B = accuse A of B(AをBで告発する)。 - 21I'm sorry, but I'm not at to discuss the details of the case.
解説be at liberty to do で「〜してよい立場にある・自由に〜できる」。
I'm not at liberty to say / discuss 〜.=(立場上)〜は申し上げられません。
Enrollment in the evening courses ( 1 ) between 2022 and 2023, rising from 400 to 860.
- 22( 1 )
答えc more than doubled
fell sharply(急減した)は向きが逆。leveled off(横ばいになった)は変化がない。rose slightly(わずかに増えた)は程度が合わない。
【覚える】double(倍増する)/triple(3倍になる)/more than double(2倍以上になる)。 - 23( 2 )
答えc leveled off
with only ten more students(わずか10人多いだけ)とも合う。remain stable / flatten out も同じ意味。declined slightly(わずかに減った)は向きが逆。more than doubled、fell sharply
【覚える】level off = remain stable = flatten out(横ばいになる)。 - 24( 3 )
【覚える】数+比較級+名詞:three more books / ten fewer students / five years older。 - 25( 4 )
a decline of 〜% の形で「〜%の減少」。growth(成長)、rise(上昇)、recovery(回復)はどれも増加の側で、向きが逆。
【覚える】a decline / decrease / drop of 9%=9%の減少/a rise / increase of 9%=9%の増加。 - 26( 5 )
答えd In contrast
Likewise(同様に)は同じ傾向を並べるとき。As a result(その結果)は因果、For example(たとえば)は具体例で、どれも合わない。
In contrast / By contrast / Meanwhile / On the other hand。
Dear Professor Tanaka, I am writing to ask whether I could have one more week for the report that is due on Friday, June 12. Last week I had a high fever and was unable to work for four days. I have already finished most of the report, and I could submit it by Friday, June 19. Could you please confirm whether this would be acceptable? I would be grateful for your understanding. Sincerely, Yuki Sato
①延長の依頼(one more week for the report that is due on Friday, June 12)②理由(had a high fever and was unable to work for four days)③提出可能日(by Friday, June 19)④確認の依頼(Could you please confirm whether …?)。 I am writing to ask whether …
I am writing to ask whether … / Could you please confirm …? / I would be grateful for ….。 “Most people who were injured in car accidents last year were wearing seat belts. Therefore, seat belts do not protect people.”
答えThe argument ignores how many people wear seat belts in the first place. If most drivers and passengers wear them, most of the injured may be seat-belt users even if seat belts reduce injuries. To judge whether seat belts work, we need to compare the injury rates of people with and without them.
The argument ignores / wrongly assumes that ….。 “All successful lawyers read a lot. Ken reads a lot, so he will become a successful lawyer.”
答えThe argument wrongly assumes that if all successful lawyers read a lot, then everyone who reads a lot will become a successful lawyer. Reading a lot may be necessary for success, but it is not enough by itself. Many people who read a lot never become lawyers at all.
「AならばB(弁護士→読書家)」から「BならばA(読書家→弁護士)」は導けない。
【覚える】necessary(必要な)と sufficient / enough(十分な)を区別して論理を説明する。 - 30Should high school students be required to do volunteer work?
I do not think high school students should be required to do volunteer work. There are two reasons. First, volunteering loses its meaning when it is forced. If students help others only because they have to, they may come to see it as a chore rather than something they choose to do. Second, many students already have little free time because of club activities, part-time jobs, or family duties, and compulsory volunteering would put extra pressure on them. For these reasons, schools should encourage volunteer work, not require it.
解説型は「立場1文→There are two reasons.→First / Second→For these reasons でまとめ」。
I (do not) think …. There are two reasons. First, …. Second, …. For these reasons, ….。
