1Modern cities depend on systems that most residents never think about: water pipes beneath the street, power lines, drainage channels, bridges, and roads. When these systems work, they are invisible; we notice them only when something fails. This invisibility, I would argue, is the root of a persistent problem in urban life, namely the tendency to neglect maintenance.

2The reasons are partly psychological and partly political. New projects are attractive. A new bridge or a new station can be photographed, celebrated, and connected with the name of a leader, whereas the careful repair of an old pipe produces no ribbon-cutting ceremony. Moreover, the benefits of maintenance take the form of disasters that do not happen, and it is notoriously hard to gain credit for a problem that never appeared. Consequently, budgets tend to favor construction, and repair is postponed until the damage becomes too large to ignore. Delay also creates hidden dangers, since a weakened pipe may burst without warning.

3The postponement is rarely cheaper in the long run. A small crack repaired early costs little, while the same crack, left for years, may require the replacement of an entire structure, and it may endanger lives in the meantime. In addition, when a city grows older, many of its facilities age at the same time, so the bill arrives all at once rather than gradually. Ordinary people, who pay through taxes and fees, then feel that they are being asked to bear a sudden burden which careful planning could have spread over time.

4It would be unfair, however, to blame only officials. Residents often resist higher fees for work they cannot see, and public money is limited, so choices among hospitals, schools, and pipes are truly difficult. Some critics also argue that inspection and repair, if done too cautiously, could replace facilities that are still safe, wasting funds. These objections are reasonable, and they suggest that the answer is not to repair everything but to decide with good information.

5One promising approach is to record the condition of facilities regularly and to make this information open to the public. Some cities already publish regular reports on the condition of their bridges and pipes, and citizens can compare them from year to year. When citizens can see which parts of the city are wearing out, maintenance becomes visible, and support for it becomes easier to build. In the end, a city is judged not only by what it builds but by how well it looks after what it already has.

  1. infrastructure
  2. neglect
  3. maintenance
  4. postpone
  5. endanger
  6. persistent

4 Model summary

City infrastructure is largely invisible, so its maintenance is often neglected. New projects win public credit, while repairs merely prevent problems that never appear, and delaying them costs more in the long run. Because budgets are limited and residents resist fees, decisions need good information. Regularly recording and publishing the condition of city facilities would make maintenance visible to citizens and easier to support.
