Many Japanese schools set detailed rules on hair, socks and appearance, and these are now being reviewed.

Many Japanese schools regulate appearance in detail: hair length and color, sock color, bag type, even the way a skirt is worn. Rules vary hugely between schools. Since around 2021 the education ministry has told schools to review rules that lack a clear reason, and some well-known rules have been abolished.

参As a short speechスピーチ・英作文

School rules in Japan can be far more detailed than visitors expect. Beyond a uniform, a school may specify hair length, ban dyed or permed hair, set sock color and height, forbid certain hairstyles, and regulate what may be carried. The reasoning given is usually fairness and focus: if appearance is fixed, students are not competing over it.

The criticism, which has grown loud in Japan itself, is that some rules have no stated purpose and fall hardest on students whose natural hair is not black or straight, since some schools asked such students to submit a certificate confirming their hair color was natural. This is changing.

From around 2021 the education ministry instructed schools to review rules and involve students in that review, and in 2022 Tokyo's public high schools abolished several rules including the hair certificate. The pace of change varies by prefecture and by school, and the debate is ongoing rather than settled.

校則こうそくkosokuschool rules and how strict they are

In one line

In 30 seconds

As a short speech

Questions people actually ask

QWhy regulate hair color in a country where most hair is black?

AThe stated aim is to prevent dyeing. The problem is that students with naturally brown or curly hair are then treated as breaking a rule, which is exactly the criticism that led some boards to drop the requirement.

QAre all schools this strict?

ANo, and the range is wide. Some public schools have short, plain rules, private schools set their own, and a few have almost none. Students and families often choose a school partly on this.

QCan students change the rules?

AIncreasingly they are asked to try. The ministry's guidance encourages schools to review rules with students, and there are documented cases of student councils successfully changing rules on hair, bags and shoes.

A common misunderstanding

MYTHEvery Japanese school forces students to dye their hair black.

FACTSome schools required proof of natural hair color, and some told students to darken dyed hair. Those rules drew heavy criticism and have been abolished in places including Tokyo's public high schools.

Phrases you can use

  • What are the rules about hair?
  • Socks have to be white.
  • The student council proposed a change.
  • That rule was dropped last year.
  • Rules differ a lot between schools.

Background
