Seitokai is the student council at a Japanese junior high or high school, which every student belongs to.
Seitokai means the student council. In Japan, every student in the school is officially a member, and a small group of officers, led by a president, is chosen by student vote. The officers help run events like the school festival and sports day, and they collect students' requests for the school. In anime they often look powerful, but real councils work under teachers' guidance.
参As a short speechスピーチ・英作文
If you watch Japanese anime, you might think the student council runs the whole school. The president gives orders, has a private room, and even controls club budgets. The real seitokai is much less dramatic. In Japanese junior high and high schools, every student is automatically a member of the student council.
Each year, students vote for a small group of officers, usually a president, vice presidents, a secretary, and a treasurer. Candidates give short speeches in front of the whole school, which can be pretty nerve-racking.
Once chosen, the officers plan and run school events such as the school festival and sports day, lead morning greeting campaigns at the school gate, and pass on students' requests about things like school rules. All of this happens with teachers advising them. Being on the council is a lot of work, but it is good practice in speaking in public and working as a team. In elementary school, a similar group is called jidokai.

In one line
In 30 seconds
As a short speech
Questions people actually ask
QDoes the student council really have as much power as in anime?
ANot really. Real councils plan events and pass on students' opinions, but teachers and the principal make the final decisions. The all-powerful president is mostly a fun story idea.
QDo students want to be on it?
AIt depends on the school. At some schools several candidates run, and at others teachers have to ask students to take the job. Some students join because it looks good on applications for high school or university.

Background
