Earthquake Early Warning sends a phone alarm seconds before strong shaking arrives, sometimes with almost no warning at all.

Japan's earthquake early warning system, in service since October 2007, detects the fast initial waves of an earthquake and calculates how strong and how soon the more damaging shaking will arrive nearby. Phones, TVs and public speakers broadcast a distinctive alert tone and a short instruction to take cover, giving anywhere from several seconds to almost no warning at all depending on how close you are to the epicenter. It cannot predict earthquakes before they start, only announce one that is already underway.

参As a short speechスピーチ・英作文

Earthquake Early Warning, kinkyu jishin sokuho, works because the first waves an earthquake sends out travel faster than the ones that actually shake buildings apart. A national network of seismometers detects that fast initial wave, and the Japan Meteorological Agency's system calculates the epicenter, magnitude and expected intensity almost instantly, then pushes an alert to phones, television broadcasts and public loudspeakers in the areas likely to feel strong shaking. The alert is such a familiar sound, a distinctive two-tone chime followed by a flat mechanical voice, that many residents react before consciously registering what it is.

The warning is genuinely useful for anywhere from tens of seconds to no time at all, depending on distance from the epicenter, since it's a race against the shaking itself; for an earthquake directly underneath a city, the warning can arrive after the shaking already started. It has sounded false alarms on rare occasions and been criticized for arriving too late during the biggest, closest quakes, but for moderate earthquakes a bit further out, it buys real seconds to step away from a window or duck under a table.

In one line

In 30 seconds

As a short speech

Questions people actually ask

QWhat should I actually do when the alert goes off?

AProtect your head, get away from windows and anything that could fall, and if you're near a table, get under it. There usually isn't time to run outside.

QWhy did the alert go off but I didn't feel anything?

AThe warning is issued for a wide area based on the predicted intensity, so people at the edge of that area sometimes feel little or nothing while people closer to the epicenter feel strong shaking.

QDoes it work for every earthquake?

ANo, it's only issued when the system estimates the shaking will be strong enough to matter, and for an earthquake very close to you, the shaking can arrive before or alongside the alert rather than after it.

A common misunderstanding

MYTHThe alert predicts an earthquake is about to happen.

FACTIt's issued only after an earthquake has already started, based on its fastest waves; it gives a short warning about shaking that's already on its way, not a forecast of a future quake.

Phrases you can use

  • The alert went off but nothing happened here.
  • Get under the table when you hear it.
  • That sound means an earthquake is coming.
  • The warning gave us about ten seconds.
  • Move away from the window.

Background
