Employees learning harassment prevention and consultation procedures in a workplace workshop.

Harasumento taisaku, or anti-harassment measures, are Japanese employers' legal duties to prevent power harassment and provide a reporting desk.

Since 2020 for large firms and 2022 for smaller ones, employers must take measures against power harassment: a stated policy, training, a consultation desk and protection for those who report. Sexual harassment and harassment related to pregnancy and childcare were already covered by earlier laws.

参As a short speechスピーチ・英作文

Workplace harassment is discussed openly in Japan now, and the vocabulary is borrowed English shortened in Japanese fashion: pawahara for power harassment, sekuhara for sexual harassment, matahara for harassment related to pregnancy and maternity. The legal position changed recently.

A revision of the labor policy law obliged large employers from June 2020 and smaller ones from April 2022 to take specific measures against power harassment: publish a policy, train managers, run a consultation desk, investigate properly, and protect the person who reports from retaliation.

Power harassment is defined around three elements: conduct using a superior position, exceeding what is necessary for the job, and harming the working environment. What the law does not do is give an individual a direct right to sue under it, so labor bureaus, union consultation and civil claims remain the routes. Cultural change is slower than legal change, but training sessions are now routine and the word pawahara is used freely.

In one line

In 30 seconds

As a short speech

Questions people actually ask

QWhat counts as power harassment?

AConduct that uses a superior position, goes beyond what the work requires, and damages the working environment. Examples given in the guidance include physical attacks, insults, exclusion, impossible demands and excessive interference in private matters.

QWhere can someone go for help?

AThe company's own consultation desk first, or the prefectural labor bureau, which offers free advice and can propose a settlement. Unions and lawyers are the other routes, and records of incidents matter.

QDoes strict guidance stop managers from giving feedback?

AThat worry is often voiced. The guidance explicitly says that necessary and reasonable instruction is not harassment; what it targets is conduct exceeding business necessity or attacking the person rather than the work.

Phrases you can use
