これは、いわゆるイソップ物語の「羊飼いと狼」または「オオカミ少年」の話からできた言葉ですね。『嘘をついて人々を驚かす』という意味です。イソップ物語の羊飼いとオオカミに登場する羊飼いの少年は、「オオカミが来た！！」とウソをつき、人々を驚かせて楽しんでいました。何度もウソをつくうちに、村の人から誰にも信用されなくなり、本当にオオカミが来たとき、「オオカミが来た！！」と言っても信じてもらえなかった・・・というお話ですね！
